You are looking a set of etched conversion parts for the HO Scale Atlas GE U33c locomotive.  Although the set is for the U33c locomotive, you can use a U36c or U34ch locomotive as a core model since they are all the same shell.  This set of parts converts the standard Atlas model into a phase 1 unit.  The first Ge U33c's were different in that they had side screens and a slightly different arrangement of doors and panels than the later units.  This set converts the Atlas model into one of these Phase 1 units.  Included in the set are the conversion panels as well as the cooling grid for inside the model.  Building instructions and information are available on KVModels.com.  The parts are HO Scale. The material is stainless steel and is ridiculously sturdy compared to thin etched brass.
